  • Israel uses water as a weapon against the Arabs of the Naqab

    On October 2006 the Committee for Civil Proceedings appealed to the central court of Haifa, in its capacity as administrative court for water, demanding the water commissioner, the Israeli Lands Administration and theDirectorate of the Promotion of the Bedouin\'s of the Naqab (Negev), to approve the connection of Arab villages in the Naqab (Negev) to sources of drinking water. The petition was submitted on behalf of a number of Arab families in the villages of Wadi Al Nea\'am and Al Ser. The representative of the Committee for Civil Proceedings said that in the event the court\'s refusal of the petition, they will submit a petition the Supreme Court. That same Court had refused a petition submitted by Adalha Center during September 2006, on behalf of 100 Arab families from the Naqab (Negev) who are demanded that their houses be connected to water. The Court justified its racist ruling by stating that the connection to water might strengthen the unrecognized villages!! The Court, who convened as a court for water affaires, also claimed that the commissioner of water does not have the authority to intervene in standards related to state town\'s planning issues. As a result, the appeal was rejected. Adalah Legal Center stated that it intends to appeal to the Supreme Court, while stating that there is no relationship between the people\'s fundamental right for access to clean water, and the legality of their villages. Member of the Knesset, Dr. Dov Hanin, questioned the Minister of Construction and Housing, Itshak Hertzog, on depriving the Arab citizens of unrecognized villages the right of being connected to water. Dr. Hanin requested that the minister reveals the standards according to which the "Committee for the Allocation of Potable Water", which is affiliated with so-called "Bedouin Directorate", evaluated the demands of Arab citizens to be connected to water services. He also pointed out that in the year 2003, the committee had ratified, only six, out of the 80 requests for connection to water and that some of these approvals were given for a period of one year only. Dr. Hanin also pointed to the absence of specialists in the areas of health and planning in this committee and wondered about the necessity of having members of the police and army forces as its members. Dr. Hanin called on the committee to announce the dates in which it convenes and to invite applicants to these meetings in order to give them the opportunity to put forward their claims. Dr. Hanin criticized the refusal of the State to provide water for Arab citizens in the unrecognized villages and stated that the institutions use water "as a weapon to fight the Arab citizens of the Naqab (Negev)". He stated, in addition, that "water like air, is a basic right and it is unacceptable to prohibit it from citizens for any purpose. It is not reasonable to keep tens of thousands of citizens of the State without the minimum conditions for ensuring their survival."D. Hanin announced his intention to submit to the Knesset a proposal for a law, which insures the statues of water supply as a basic right that should never be violated. He also stated that he will work, with no delay, on scheduling this topic in the Knesset\'s agenda. This in addition to his contacts, which he initiated with a number of bodies concerned with human rights and environmental protection, in order to announce the next Hebrew year as "the year of the struggle for the right to water
